About Keystone
Keystone is a picturesque unincorporated community nestled in the northwest corner of Hillsborough County, bordered by Odessa to the north, Westchase to the south, Citrus Park to the southeast, and Pinellas County to the west. The area carries one of the oldest settlement histories in the greater Tampa Bay region. The Mobley family, who migrated from Savannah, Georgia, were among the first to establish roots here in the mid-1800s, drawn by the area’s fertile land, freshwater lakes, and natural resources. By 1883, the community had grown enough to support its own school, and in 1884, Keystone Park received its own post office, signaling its emergence as a recognized community within Hillsborough County.
Agriculture, citrus farming, and a close connection to the land defined Keystone for much of its early history. The region’s numerous lakes, wetlands, and grand oak canopies gave it a distinctly rural character that residents have worked hard to preserve. In 2001, Hillsborough County approved the Keystone-Odessa Community Plan, a locally crafted development framework designed to manage growth while protecting the area’s natural beauty and low-density character. That commitment to thoughtful preservation continues to shape Keystone today, making it one of the most unique and desirable communities in the Tampa Bay area.
